The Food Standards Agency Wales has published an in-depth report on Torfaen County Borough Council's food hygiene, food standards and feedingstuffs law enforcement.
The authority was particularly strong at meeting its inspection targets with regard to food hygiene and food standards. It was also effective in carrying out investigations when reactive work identified issues of concern.
A lack of activity by the authority in relation to feedingstuffs left a serious gap in the approach to food enforcement across the whole food chain and required addressing in a number of areas against the Standard.
The authority was carrying out inspections within the minimum frequencies laid down in Food Safety Act Code of Practice No.8: Food Standards Inspections and No.9: Food Hygiene Inspections.
The authority was clearly carrying out effective investigations of complaints, unsatisfactory food sample results, food hazard warnings and notifications of sporadic cases of food related infectious diseases.
The lack of a comprehensive documented internal monitoring procedure particularly in relation to qualitative issues gave rise to a wide variation in the quality of some of the enforcement activities undertaken.

Back to topLocal authority audits are carried out as part of the Framework Agreement on local authority food law enforcement, which came into effect on 1 April 2001.
Local authorities are audited against the Framework Agreement 'Standard', which sets out the full range of their food law enforcement activity.
The audits look at how local authority enforcement officers carry out their UK food law enforcement responsibilities.
This gives the Agency an overview of the measures put in place by the local authority to protect local consumers and an opportunity to suggest what, if any, improvements are needed.
Copies of the report have also been placed in the Food Standards Agency Library, the libraries of both the Houses of Parliament, the Library of the Welsh Assembly Government, the British Library and the Copyright Libraries.
