From April 2001 through to May 2004 there were the negotiations on the proposed hygiene regulations. More recently, the reports describe the development of the implementing measures and transitional arrangements regulations.

The Commission expects the current raft of proposals in the course of adoption (see previous report on SCoFCAH meeting of 19 July) to complete European Parliamentary (EP) Scrutiny around 25 September and to be adopted w/c 29 September or 6 October. They will be published in the EU Official Journal shortly after.

Summary of the meeting
The Commission clarified (with Member State agreement) that the top priority of the review of the hygiene legislation (from among the issues to be dealt with by comitology) will be addressing the transitional issues that may need to be maintained permanently.
Following negotiations since October 2006, reports of which have been published on the web site, the latest EU implementing and transitional regulations to the food hygiene legislation have now been published in the EU Official Journal (OJ) on 25 October 2007. The regulations apply 20 days after OJ publication (13 November 2007).

This is a report of the Working Group meeting on 5 March 2007. Discussion ranged across a number of topics, including the Review of the Hygiene Legislation, draft texts on trichinella controls, official controls on products of animal origin, amendments to Regulation 853/2004 and cold stores.
This reports on a meeting of the Commission Working Group on Hygiene Legislation held on 29 January 2007 (and follows the report on the previous meeting of this Group on 11 December 2006).
This report concerns discussions regarding a review of the food hygiene regulations, further implementing legislation for the inspection of meat, conditions for the manufacture of gelatine, proposed Community guides to good hygiene practice and coldstores.
This concerns discussions on further implementing measures for EC food hygiene Regulations 852/2004 on the hygiene of foodstuffs and 853/2004, laying down specific hygiene rules for food of animal origin. This report covers some main issues and is not exhaustive.
Food Hygiene Regulations implementing measures
Opinions were sought on the proposals to amend the EU food hygiene legislation and the implementing measures, following their introduction at the 19/20 June SCoFCAH meeting.
At the 19/20 June 2006 meeting of the EU Standing Committee on Food Chain and Animal Health (SCoFCAH), a proposed package of additional implementing measures (which would amend the food hygiene legislation and the implementing measures) was presented for discussion. No votes were taken at this meeting.
This report provides an overview of discussions concerned with documents relating to the new food hygiene legislation circulated at the meeting of SCoFCAH that took place on 19 and 20 July 2005.
This meeting considered the Commission Guidance documents on EC Regulation 852/2004 and EC Regulation 853/2004 and the single guidance document, which replaces the two previous HACCP guidance documents.
This was the first consideration, by the Standing Committee, of the Commission's proposal for implementing measures and transitional arrangements, the proposal for additional guarantees in respect of salmonella for Sweden and Finland, import guidance and the HACCP guidance documents, all of which relate to the package of new hygiene legislation.
The meeting discussed draft regulations on implementing measures and transitional arrangements, implementing measures as regards salmonella additional guarantees for Sweden and Finland and draft EU Commission guidance.
