Impact Assessments

An Impact Assessment (IA) is a policy tool which assesses the impact in terms of costs, benefits and risks of an proposed regulation which could affect business, the public sector and civil society groups.

IAs are produced by Government departments and agencies that exercise statutory powers and make rules with a general effect on others. Each final IA produced by the Food Standards Agency is below, together with (where available) the opinion of the Regulatory Policy Committee (RPC). The RPC was set up in 2009 to provide independent scrutiny of proposed regulatory measures put forward by Government and to challenge where proposals are not supported by robust evidence and analysis. The RPC’s opinions are Green, Amber or Red. An IA with an Amber or Green marking may be taken forward; an IA with a Red mark must be revised and resubmitted to the RPC until a Green or Amber marking is given.

IAs were formerly known as Regulatory Impact Assessments (RIAs).
